The next couple of pages are harder to read and understand. It's the pen
writing, with its swirls and squiggles so it will take me longer but here
are Mondays and Tuesdays minutes from January 24 & 25, 1854.

Municipal Council
of the County of Carleton
January Sessions 1854
The Municipal Council of the County of Carleton met persuant to the 12
Victoria Chapter 81 (as amended) in the Court House - Bytown at one o'clock
afternoon on Monday the 23rd day of January 1854.
The certificates from the several town village and township Clerks of the
election of the under mentioned gentlemen as Reeves and Deputy Reeves were
read and fyled and also affidavits relative to the number of names on the
Collectors rolls for those municipalities who claim to send Deputy Reeves -

Just a note that when you visit the Archives, you might want to check into
Mr. Pinheys diary, the one from the Carleton Minutes. He kept a diary of all
his expenses and customers from 1829 - 1840. Some customers listed = Whelan,
Watt, Kennedy, Cunningham, Carroll, Fogarty, Byrne and nicknames rather than
names such as Thomas the stone mason.
Ontario Archives is reel MS 199, #3 and at the National Archives it's
M-5567.
The Clerk read over the names of the above mentioned gentlemen - who all
took their seats at the Council Table, excepting Wm. F. Powell Esq.
Henry McBride Esq. Presented himself as Reeve for Huntley, but omitting to
produce his certificate of Election, did not take a seat at the Council
Board. The Clerk then stated that he had been informed that Wm. F. Powell
Esq. The Warden was unable on account of ill health to attend the meeting,
and that it was for the gentlemen present to proceed to appoint a Warden for
the current year.
Mr. Brown moved - 2nd by Mr. Tompkins that William F. Powell Esq. Be Warden
of the County of Carleton for the current year ( 1854 ).
Mr. Allen moved in ammendment - 2nd by Mr. McKey that William R.R. Lyon Esq.
Be Warden of this County for the current year. ------ Lost
Yeas - McKey, Allen, Pinley
Nays - Garland, Grierson, Hubbell, Bourgeois, Craig, Lee, Tompkins,
Brown,
O'Grady, Scott.
The original motion was then put and carried -

Mr. McKey moved - 2nd by Mr. Lyon that this Council to adjourn to 10 o'clock
am tommorrow - carried.
2 o'clock PM
Tuesday 24 January 1854
The council met pursuant to adjournment.
Present - Lyon, McKey, Hubbell, Garland, Pinhey, O'Grady, Brown, Scott,
Tompkins, Craig, Allen, Lee, Grierson. (note that Joseph Bourgeois not
recorded)
The Clerk states that the Warden has fyled with him an Oath of Office and
read a communicator from that gentleman to the council thanking them for his
re-election.
Mr. Tompkins moved 2nd by Mr. Craig that Mr. Allen be appointed Chairman of
this Council. - carried
Mr. Allen took the chair.
The Clerk then read the minutes of yesterday and also the Wardens Oath of
Office.
Mr. Grierson moved 2nd by Mr. McKay that the Wardens Oath be received -
carried.
Mr. Grierson called for the Yeas and Nays.
Yeas --- Lyon, Grierson, McKey, Garland, Pinhey, Craig, O'Grady, Tompkins,
Scott.
Nays --- Mr. Hubbell
The Clerk read the report of the Rev.d John Gourlay, local Superintendent
for Huntley and March. Also a letter from the Rev.d John Flood, resigning
his appointment as Superintendent for Fitzroy. Also a communicate from Dr.
Ryerson relative to the appointment of Grammar School Trustees.
Mr. Grierson moved 2nd by Mr. Lyon that the circular of the Chief
Superintendent just read be referred to the Committee on Education -
carried.
The Clerk stated that in accordance with the report of the Building
Committee adopted at last session; he had advertised for tenders for the
construction of gates to the Court House and Jail and had received only one.
It was from Mr. Thomas Langrell and was read by the Clerk.
Mr. Garland moved 2nd by Mr. Hubbell that the tender just read be referred
to the Committee on Finance - carried.
The Chairman read a letter from Mr. William Hewitt offering himself as a
candidate for the Office of County Tresurer.
The Treasurer presented his accounts accompanied with a letter which letter
was read by the Chairman.
Mr. Grierson moved 2nd by Mr. Hubbell that the letter of the County Treasurer
just read and the accompanying accounts be referred to the Committee on
Finance - carried
The Chairman states that he appointed Mr. H. V. Noel, Auditor for the
present year.
Mr. Hubbell moved 2nd by Mr. Garland that Mr. George R. Burke be an Auditor
for the year 1854 - also that Mr. H. V. Noel and Mr. George R. Burke be
Auditors for school purposes this year - carried.
Mr. Tompkins moved 2nd by Mr. Scott that this Council to adjourn to three
o'clock PM - carried at noon.
The Council met pursuant to adjournment.
The Clerk read a letter from G. B. Lyon Esq. Secretary of the Grammar School
Trustees stating who are appointed Trustees of the Grammar Schools of Bytown
and Richmond and the order in which they shall rehire - also calling for the
attention of the Council to the 16Victoria Chapter 186.
Mr. Garland moved 2nd by Mr. Scott that the document just read be referred
to the Committee on Education - carried.
Mr. Garland moved 2nd by Mr. Grierson that Bourgeois, Lee, O'Grady, Grierson
do form the Committee on Roads and Bridges - carried.
Mr. Grierson moved 2nd by Mr. McKey that the Warden, Pinhey, Allen Lyon and
McKey do compose the Committee on Finance - carried.
Mr. McKey moved 2nd by Mr. Tompkins that Hubbell , Allen , Lee , Grierson to
compose the Committee on Education - carried.
Mr. Garland moved 2nd by Mr. Lee that tenders will be received tommorrow at
2 o'clock PM for printing the Sessional Journals of this Council for the
current year, tenders to state the price per annum. The lowest will be
received provided it does not exceed 15 pounds - that one hundred twenty
copies of each Sessional Journal will be required to be furnished the Clerk
written amount of the Close of each Session and in default of such delivery
written the time succeeding ; the Clerk to get the work performed elsewhere
( to be considered a neglect of duty ) and the expense shall be reimbursed
to him from the Treasurer - and the same shall be deducted from the
account of the contractors claim - and that the Clerk to see a copy of this
quotation to each of the newspaper proprietors in Bytown this evening -
carried.
Mr. Grierson moved 2nd by Mr. Garland that the Rev.d A. Henderson be local
Superintendent for Torbolton and that the Rev.d Mr. Flood be local
Superintendent for the Township of Nepean, Goulbourn, North Gower and
Marlborough. And that the Rev.d Mr. Lockhead be local Superintendent for
Osgoode and Gloucester. For Huntley and March the Rev.d Mr. Godfrey - and
the Rev.d Mr. Stevenson for Fitzroy - and they are hereby appointed local
Superintendents for the current year.
Mr. Lyon moved in amendment 2nd by Mr. Scott that the name of the Rev.d Mr.
Godfrey be expunged from the original resolution and that of the Rev.d Mr.
Gourlay inserted instead - there being no reason assigned why he should not
be reappointed - carried
Mr. Lyon called for the Yeas and Nays

The Chairman gave the casting vote in favor of the amendment - The original
motion was then paged as amended.
The Chairman presented an account of Mr. Langrell Wilson and Gray the
contractors for the building of the Jail wall - by which they claim the
actual balance will due them.
Mr. Lyon moved 2nd by Mr. McKey that the account of Langrell Wilson and Gray
be referred to the Finance Committee - carried
Mr. Grierson moved 2nd by Mr. Garland that this Council to now adjourn until
2 o'clock PM tommorrow, so that the different Committees may be enabled to
prepare their reports. Carried at 5 PM
Wednesday 25th January 1854
The Council met pursuant to adjournment
Present ; Arthur Allen Esq. Chairman , and Lyon , McKey , Lee , Scott ,
Garland , Grierson , Hubbell , O'Grady , Tompkins , Craig.
The minutes of yesterday were read.
Henry McBride Esq. Fyled his certificate of Election as Reeve for Huntley
and took his seat.
His certificate of Election was read.
Tenders for the printing of the Council for the current year in accordance
of motion No. 15 of yesterday from the following parties for the Sums
opposite their respective names were read - that is to say
Alexander Gibb Esq. -------------------------Pounds 13 , _ , _
Robert Bell Esq. -------------------------------Pounds 14 , 2 , 6
Dawson Kerr Esq. ----------------------------Pounds 12 , 10 , _
Mr. Grierson moved 2nd by Mr. Garland that the tender of Mr. Dawson Kerr for
printing the proceedings of this Council for the current year be accepted -
carried.
Mr. Lyon moved 2nd by Mr. McKey that the Clerk to process this week from the
Printer having the contract for printing of this Council for the current
year 200 copied for the Town of Bytown and 200 copies for the other
municipalities of the ByLaw of this Council processed it's last session
regulating the account - to be paid by Hawkers and Peflars for licenses
within this County and that he do divide the same among several
municipalities by sending an equal number to each Clerk. One copy stuck up
by them in each LaurenHouse of Entertainment or Shore within respective
municipalities for the information of all persons concerned - carried
Mr. McKey moved 2nd by Mr. Lee that the Clerk to procure without delay from
Toronto a sufficent number of resident assessment streets now resident
assessment streets and notices - for the use of the different
municipalities within this County and distribute them agreeable to
resolution No.45 of the January Session of this Council past last year
adding five streets of each to each of the Townships - carried.
Mr. Lee moved 2nd by Mr. Garland , that the Solicitor be requested to frame
a general ByLaw for caring into effect the first , second , and third
subsections of the third section also the fourth and fifth sections of
Chapter 184 of the last session of the Parliament of this Province -
carried.
Mr. Lee moved 2nd by Mr. McKey , that the Clerk to subscribe for a copy of
the Journal of Education for each member of this Council to be addressed to
their respective Post Offices provided that it be furnished - Then at the
sale of three shillings and nine pence each and that the Treasurer to supply
him with funds for that purpose - carried.
Mr. McBride moved 2nd by Mr. Grierson , that this Council adjourn to
three o'clock tommorrow PM in order to give the Committee time to make their
reports to the Council - carried at 51/2 PM
Thursday 26th January 1854
The Council met pursuant to adjournment.

The minutes of yesterday were read.
With the consent of the Council the word "clause" in motion No.23 was erased
and the word "subsections" inserted.
The Finance Committee presented their report which was read.
Mr. McBride moved 2nd by Mr. Grierson that the finance report be adopted -
carried
Mr. Pinhey entered
Two members of the Committee on Education presented a report with blanks
which was read.
Mr Garland moved 2nd by Mr. McBride that the blanks left in the report of
the Committee on Education for the names of Grammar School Trustees be
filled up with the names of the following parties ;

- Peter Tompkins Esq.
- John Scott Esq.
- Arthur Allen Esq.
- for Richmond Grammar School
- Thomas Garland Esq.

Mr. Lyon moved in amendment 2nd by Mr. Hubbell that the names of Messieurs;
Tompkins, Scott, and Allen be expunged and those of the Rev'd Messieurs;
Spruce , Strougand , Wardrope inserted instead and the names of Messieurs;
Garland , Henderson and Shillington be expunged and those of the Rev'd
Messieurs; Flood , O'Connel and Siugsay(?) inserted instead - Last

Mr. McBride moved 2nd by Mr. Grierson that the Treasurer of the County of
Carleton be heard at the bar of the Council respecting the finance report. -

The Treasurer addressed the Council accordingly
Mr. McBride moved 2nd by Mr. Garland that the Rev'd Mr. Godfreys name be
substituted for that of the Rev'd Mr. Gourley for the Township of Huntley in
the amended motion No.17 - carried

September 30, 2004:

I was in Kanata before it joined with Ottawa. In the basement of the old
city Hall of Kanata was a book of township records such as pathmaster
just general business of that community in March I took copies of various
material. Last time I was in Ottawa I went back and everything has moved
somewhere. I was hoping to find the location of this book. It had in it
things like the following.
"Township of March District of Bathurst At a meeting of the Inhabitant Householders
of the said township held at the Erskine Arms. This second day of January 1826
by order of the Magistrates for the said District - the undernamed Persons were
nominated and appointed to the following Offices

Could anyone help me find where I could locate this old book.
It has census record of 1823 in it also 1843, I ran out of time and did not
have sufficient change to keep getting information out of the same. With
the movement of things is Ottawa I do not know where to look. Have you any ideas?
